Hikurangi CCTV: keeping our town safer in 2026

The Hikurangi Business Association (HBA) would like to extend a sincere thank you to Whangārei District Council for funding the 2026 maintenance of the Hikurangi CCTV network. This support ensures our system, now around 15 cameras across the township, continues to operate reliably, providing clear, high‑quality footage that helps keep our community safe.


The CCTV system is owned by the HBA and monitored only by NZ Police, with footage used strictly for crime prevention and investigation. With licence‑plate recognition capability and strategic placement throughout the village, the system has already played a vital role in solving minor crimes and identifying vehicle‑related offenders.


Why CCTV Matters: What the 2025 Crime Data Shows

Recent national data reinforces just how important well‑maintained CCTV systems are for small communities like ours.


Fewer New Zealanders were victims of crime in 2025

The Ministry of Justice’s Crime and Victims Survey (to October 2025) shows:

  • 28% of adults experienced crime — the lowest level since 2018.

  • Violent crime dropped significantly, with 49,000 fewer victims than two years earlier.

  • Burglary fell to 9% of households, down from 12% in 2018.


These improvements are linked to better home security, more people working from home, and improved community‑level prevention tools — including CCTV.


Vehicle‑related offending remains a concern

While overall crime has eased, vehicle‑related offences remain one of the most common household crimes nationwide. The 2025 survey notes that trespass and vehicle offences are still a key part of household crime patterns, even though they are at their lowest levels since 2018.


This is exactly where Hikurangi’s licence‑plate reading cameras have proven their worth — helping NZ Police identify offenders quickly and accurately.


2025 Police data shows mixed trends across regions

National police statistics for 2025 show:

  • Violent crime decreased by 3.2% compared with 2024.

  • Property crime increased slightly (1.8%), particularly in urban areas.


For rural communities like Hikurangi, this reinforces the importance of visible deterrence and rapid evidence gathering — both strengths of a well‑maintained CCTV network.


How CCTV Helps Hikurangi

1. It deters opportunistic offending

Visible cameras reduce anti‑social behaviour and petty crime. Research consistently shows CCTV is most effective when cameras are well‑maintained and clearly visible — exactly what WDC’s funding supports.


2. It provides crucial evidence for NZ Police

Clear footage and licence‑plate reads help police:

  • identify suspects

  • confirm timelines

  • support prosecutions

  • recover stolen property

This has already helped solve several minor incidents in the district.


3. It strengthens community confidence

Even as national crime rates fluctuate, residents feel safer knowing there are “eyes on the street” — especially in key areas like the town centre, school routes, and business zones.



Looking Ahead: Growing the Network

The HBA’s long‑term goal is to expand the CCTV network so there are eyes across all key entry points and public spaces in Hikurangi. As the town grows, so too must our safety infrastructure.
